The giant stone blocks surrounding the little Times Plaza building have the feeling of a sea wall, but instead of water, it’s traffic all around. The transportation hub at Atlantic/Pacific Avenues, where subways and the LIRR come together, is a security testing ground. About once a week lately, there are SWAT teams, police K-9 units, and scads of regular cops standing around underground. Like these big blocks, their presence is not so much worrisome as curious.
