On Seventh Avenue, there are at least three water sampling stations within two blocks. Inside, I envision a faucet and a stack of paper cups. Periodically, an official car pulls up, a city employee dressed in official white coveralls gets out, pours a sample of water and says, “Mmm, that tastes good.”
